A vote needs quorum, which your constitution sets at a majority of seated senators. With 28 senators seated, 14 must be present before the Senate can vote.

A majority of the seated members of the Senate shall constitute a quorum for the transaction of business.

Once quorum is met, each motion still needs the majority it was moved under: Simple, 2/3 or 3/4.
